The Regency Project
The Regency Project is the first of the City's 20 affordable housing sites to be developed. It is being built on the northwest corner of Agoura Road and Cornell Road in the center where the Regency Theaters used to be. It will be a four-story apartment building with a four story parking structure and a restaurant.
The City's General Plan dictated a highest allowable unit potential of 152 units for this site but, due to California's Density Bonus Law, the developer will be allowed to build 278 units with 38 affordable and 471 parking spaces.

What the City's renderings and descriptions fail to reveal is that the Regency Center is situated in the WUI (wildland/urban interface), in the VHFHSZ (very high fire hazard severity zone as established by CalFire), right at the base of the very fragile Santa Monica Mountains. It is also one block from the intersection of Kanan and Agoura Roads which the City plans to load up with considerably more housing. Since Kanan Road is the primary evacuation route for the communities along its nine mile stretch south to PCH and for a western section of the City of Malibu, this raises significant traffic and safety concerns for those potentially affected. The City has conducted an Evacuation Analysis but it leaves out most of Kanan Road, south of the 101 Freeway. The Evacuation Analysis is viewable here.
