Traffic improvement fees IN Agoura Hills

Section 8-107 of the Agoura Village Specific Plan clarifies (in 2008 dollars!) the traffic improvement fees that developers must pay per project. These fees are based upon reports submitted by the developer -- reports that they pay independent firms for.  Lots of roomful conflict of interest here.
